Abstract
The number of appeals against refusal of planning permission or against conditions attached to the grant of planning permission is being maintained at a high level. The Secretary of State is concerned to ensure that, despite the volume of appeals, the development control system should function speedily and efficiently. This circular seeks to provide guidance for planning authorities on the contribution they can make to meeting this objective without prejudice to the fundamental principles of fairness, thoroughness and consistency.
