Abstract

The Construction (Design and Management) Regulations (known as the "CDM Regulations") affect nearly all construction work of any significance and are a major development in health and safety legislation. The CDM Regulations build upon earlier health and safety legislation by imposing a framework of duties so that all the parties to a construction project must consider health and safety. This guide is written for those wishing to develop a full understanding of the Planning Supervisor function under CDM. A planning supervisor's function is not necessarily discharged by one individual, and is best seen as one requiring expertise in various areas according to the complexity of the project and its various phases. A planning supervisor may, therefore, be an individual, a company, a mono-discipline practice (calling in other expertise where this is necessary) or a multi-disciplinary practice which has all the necessary expertise in-house. There is no "rule" about who can carry out the duties of planning supervisors, except that they must be competent in health and safety matters and adequately resourced for a particular project. Many construction professionals are developing their skills in response to CDM so that they are capable of undertaking the planning supervisor function. The object of CDM is to embed health and safety management in projects. Where appropriate a planning supervisor's work can be merged with other project functions.
