Abstract
Here is a practical guide for clients to the Construction (Design and Management) Regulations, known as the "CDM Regulations" or just "CDM" for short. These Regulations affect nearly all construction work of any significance and are a major development in health and safety legislation. It is written for an intending client of the construction industry, that is, one who will be responsible for commissioning construction work. It is intended both for those approaching the industry for the first time or with only limited knowledge of what is involved and for more experienced clients. It is also intended for a client's agent under CDM - that is, an agent appointed by a client to carry out some or all of that client's roles under CDM. The report is designed to provide rapid access to an explanation of how the Regulations affect clients and client's agents. It examines: the scope of the CDM Regulations, duties under the CDM Regulations and how clients need to respond to the CDM Regulations.
