Abstract
The principal purposes of this document are: to promote awareness of the value of the waterways network; to explore the ways in which waterways can be developed to meet the needs of users in the local community; to establish policies that enable development to fulfil the potential of waterways as a land use element; and to provide a context for planning policy formulation and decision making.

British Waterways was the public corporation responsible for the 2,200-mile network of canals and rivers in England, Scotland and Wales. It was replaced by the Canal & River Trust and Scottish Canals in July 2012.
