Provides guidance to best value authorities on how they might meet the requirements of Part I of the Local Government Act 1999. It includes guidance made under provisions in Sections 5 (Best Value Reviews) and 6 (Best Value Performance Plans), and guidance in respect of other matters which affect the way in which authorities carry out their responsibilities under Part I.
