Abstract
The Environmental Protection Act 1990 Part IV brought in tougher laws to create a cleaner Britain, particularly for streets and public open spaces. It also made littering a more serious offence giving both local authorities and citizens the right to take legal action to get littered areas cleaned up. This study was carried out to investigate the extent to which local authorities and the public throughout England, Scotland and Wales, utilise and exercise the anti litter powers available to them.

Tidy Britain Group
Keep Britain Tidy was initiated by the British Women's Institute after a resolution was passed at its 1954 AGM to start a national anti-litter campaign. In 1987, its title changed to Tidy Britain Group before reverting to Keep Britain Tidy in June 2009, a trading name it retained after merging with environmental charity Waste Watch in 2011.
