Abstract
Urban and rural issues play a prominent part in public policy. Government needs to analyse the issues, develop suitable policy responses, implement these policies and monitor their effects. This requires a sound statistical foundation based on an accepted understanding of the places and people involved. In the past there have been numerous definitions of urban and rural areas. This guide recommends a small set of definitions, explains how they operate and provides advice on the circumstances in which they are appropriate.
