Abstract
Examines the relationship between infrastructure providers and local planning authorities. There are two areas of concern: the links between the two parties with regard to the development strategy set out by planning authorities in their development plans; and the framework established through government guidance for dealing with strategies of providers in establishing their own network. The paper examines government guidance, development plan policies and providers' opinions on the frameworks established.
