Abstract
Calls for the notion of 'public participation' to be put aside. It calls for 'participatory planning'. Which sometimes might mean using third party mediation to resolve conflicts and objections to a plan. There is also a call for experiments in using third parties to 'pre-mediate' the preparation of plans through brokering agreements between a range of stakeholders.
