Abstract
Recommendations are given on a design methodology and appraisal process for the comparison of alternative solutions. New layouts are provided for major merges and diverges to allow for three lanes joining or leaving the mainline. For dealing with very large turning movements, connection of interchange links to motorway link roads is likely to be required. Therefore the choice of motorway carriageway provision and major interchange layout will be an iterative process. Examples of possible layouts, for the expansion, rearrangement or replacement of typical existing interchanges are illustrated, including consideration of connections to motorway link roads.

The National Roads Authority's (NRA) primary function, under the Roads Act 1993, was to secure the provision of a safe and efficient network of National roads. They were responsible for the planning and supervision of construction and maintenance, publishing the NRA DMRB and NRA MCDRW. In 2016 the NRA merged with the Railway Procurement Agency (RPA) to form a new organisation, Transport Infrastructure Ireland (TII).
