Abstract
Provides advice on how to conduct the financial appraisal of suppliers bidding for significant public sector contracts. Although it is particularly appropriate for the procurement of strategic services, the principles apply to all government purchasing. Endorses a broad business approach so that risk is assessed relative to the particular factors of the requirement and the supplier.
