Abstract
Aims to streamline and simplify the mechanics of the permitting and compliance systems for waste and pollution prevention and control (PPC) without undermining environmental protection or human health. A new system is suggested consisting of fewer, simpler rules and clearer guidance. This unified approach would allow industry, regulators and the public to focus more on environmental outcomes and less on how they are achieved.
