Technical report: development of commercial and industrial property vacancy statistics

Abstract
Presents the findings of a project to identify vacant commercial and industrial property. It is the first step towards producing a definitive set of commercial and industrial vacancy statistics for England and Wales. This series, to be developed in collaboration with more local authorities over time, will eventually replace the financial-based estimates of vacancy produced by ODPM.
