Abstract
Promulgates the statutory guidance as now amended, which is an essential part of the regime. Sets out the way in which the extended regime is expected to work, by providing a summary of Government policy in this field, a description of the regime, and a guide to the other relevant Regulations and Commencement Orders.

Superseded by Draft contaminated land statutory guidance - presented to Parliament pursuant to section 78YA of the Environment Protection Act 1990 as amended by section 57 of the Environment Act 1995 (DEFRA, 2012). Replaces DETR Circular 02/2000, Environmental protection act 1990: part IIA - Contaminated land, March 2000. This circular applies only to England. Responsibility for implementing Part 2A in Scotland and Wales rests with the Scottish Executive and the National Assembly for Wales, respectively. Minor amendments October 2006.
