Abstract
Comprises a research study which sets out the level of current scoping activity and considers the extent to which scoping opinions contribute to and improve the effectiveness of the Environmental Impact Assessment (EIA) procedure. The study focuses on scoping procedures for EIAs under the town and country planning system in England, but also draws on experience in Scotland, Northern Ireland and other consent systems. This research was commissioned to take stock of current scoping activity in order to inform future policy discussions.
