Abstract
Summarises research into planning costs and fees. The researchers assess present planning costs and fees and whether the income generated for planning services in England is now inadequate. Based on this evidence, recommendations for changes to the planning fees regime are made, and proposals for a new charge for the discharge of planning conditions and for a Premium Service for developers are also put forward.
