Abstract
Seeks to clarify issues that have arisen in the implementation of the 2006 Housing Transfer Programme. Sets out key amendments to Decent Homes policy, relevant to all in the delivery chain. Emphasises the importance of linking the delivery of decent homes to wider regeneration objectives. Presents a summary of the most recent definition of ‘decent home’ and a more detailed account. Explains how the Decent Homes standard should be implemented in the context of planning investment in the housing stock.
