Abstract

Presents European Directive 2004/18/EC’s definitions for when electronic auctions should and should not be used to procure products. Supports the idea that the design and construction of foundations should not be the object of electronic auctions. Relates the European Federation of Foundation Contractors’ reasons for believing this to be the case.
