Presents the investigation into the abuse of parking bays reserved for disabled people, examines measures to combat and offers best practice guidance. Advocates careful monitoring and wide-spread consultation, increasing the awareness of correct use of blue badge scheme, charging for facilities and services, innovative design and education.
