Abstract
Seeks views on the proposals to implement the Environmental Liability Damage (ELD) directive EC 2004/35. Looks at the obligations of those whose activities may cause or threaten to cause environmental damage, offences and penalties, enforcement and draft guidance.

This consultation package comprises: consultation document, this draft of regulations for Wales and similar draft regulations for England, draft guidance and an impact assessment.
