Abstract
Seeks views on the proposals to implement the Environmental Liability Damage (ELD) directive EC 2004/35. Looks at the obligations of those whose activities may cause or threaten to cause environmental damage, offences and penalties, enforcement and draft guidance. In particular, the guidance considers how the regulations will be applied and the requirements of application for England and Wales.
