Abstract
These proposed changes reflect the need to promote the sustainable development agenda through good practice. Suggestions for improvement cover site preparation, flooding and ground water, surface water drainage, ventilation, condensation, combustion appliances, solid waste storage and a new standard for building security is introduced.

The Scottish Building Standards Agency (SBSA) was disbanded on 1 April 2008 and its functions to administer the Building Standards system in Scotland were transferred back to the Scottish Government. The Building Standards Division includes Planning and Architectural Policy.
