Abstract
Appeal against a council's refusal to relax requirements M1 and M3 of the Building Regulations 2000 in respect of vertical circulation between the new three tiered floor levels above the upper and dress circles of the old cinema and provision of sanitary conveniences in the upper levels of the night club. The council’s objection rests particularly on the absence of lift facilities.
