Abstract
Describes site-based DECs (a single DEC covering all buildings on a site) and site-based ARs (not specific at the building level, should be replaced with building specific AR for qualifying buildings after site-based DEC expires), which form the transitional arrangements to be used by site or campus buildings to meet the EPBD regulations. The site or campus is defined as those buildings occupied by an organisation in the same vicinity.
