Abstract
Evaluates the true costs associated with the relocation of services (for example drainage, lighting columns, communication and electrical cables) in the median section of a highway when replacing steel safety fences with concrete safety barriers. Uses the M25 as its case study. The report is in response to instances of crossover accident, where heavy goods vehicles have breached existing barriers to enter opposing carriageways. Explains the approach to costings.
