Appeal against a council's decision that a modification of a three-bedroom to a six-bedroom house in multiple occupation constituted a material change in use, such that sound insulation was required between the new rooms and pre-completion testing would have to be carried out. The property is of traditional Victorian construction, with masonry external walls, timber floors and a pitched timber roof.
