Abstract
Examines the provisions of the Energy performance of buildings directive regarding Energy performance certificates (EPCs) in terms of enforcement by local weights and measures authorities (Trading Standards or other services). Offers guidance on producing certificates and reports, including the process, responsibilities, timing of documents and the types and validity of documents. Clarifies the enforcement process, covering the power to require documents, penalty charge notices, defences, reviews and appeals. Also deals with offences relating to enforcement officers and provides an enforcement checklist. A final section looks at the EPC register.
