Abstract
Sets out the long term spatial planning framework for the region over the years 2006-2026. Provides a spatial context within which Local Development Frameworks and Local Transport Plans need to be prepared, as well as other regional and sub-regional strategies and programmes that have a bearing on land use activities. These include the regional economic and housing strategies as well as strategies and programmes that address air quality, biodiversity, climate change, education, energy, community safety, environment, health and sustainable development. Also incorporates the Regional Transport Strategy (RTS).

Supersedes Regional planning guidance for the South East (DETR, 2001); RPG9a: Thames Gateway planning framework (DOE, 1995) and RPG9b: Strategic planning guidance for the River Thames (DOE,1997) where they apply to the South East region.
