Abstract
Sets out the type of considerations the Homes and Communities Agency should take into account before submitting a compulsory purchase order to the Secretary of State for confirmation, and what the Secretary of State will consider when examining a request confirm an order.

Withdrawn. Superseded by Guidance on compulsory purchase process and the Crichel Down Rules for the disposal of surplus land acquired by, or under the threat of, compulsion (DCLG, 2015). Supersedes Appendix C to part 1 of the memorandum to ODPM Circular 06/2004 except to the extent that it is applicable to earlier compulsory purchase orders made by English Partnerships (as the Urban Regeneration Agency) prior to 1 December 2008. Also supersedes Replacement of appendix C of the ODPM Circular 06/2004 "compulsory purchase and the Crichel Down rules". Homes and Communities Agency: powers of compulsory purchase under section 9 of the Housing and Regeneration Act 2008 - a stakeholder engagement exercise (DCLG, 2009).
