Abstract
Appeal against a council's refusal to relax requirement M1 and M3, and requirement K5 of the Building Regulations 2000 (as amended) in respect of the construction of a 25m swimming pool and changing facilities, forming an extension to a leisure centre. The council considered that the requirement for additional access and facilities for disabled people had not been resolved and therefore no approval was given.
