Outlines the nature of the regeneration problem, drawing on research undertaken as part of the National Evaluation of the Single Regeneration Budget, the Scoping Study for the Working Neighbourhoods Fund and other similar studies. Also describes what the author sees to be some of the main factors that should be considered in shaping policy responses over the next five to ten years.
