Abstract
Presents a review of the building standards system in Scotland which was introduced by the Building (Scotland) Act 2003 and came into force 1 May 2005. The study focussed on Section 28 (defective buildings) and how it is dealt with by local authorities, looking at enforcement notices issued, procedures and problems encountered.
