Covers the selective tendering process, including single, two-stage, and competitive dialogue procedures, as well as pre-qualification. Designed to reflect current best practice and provide general guidance, also covering the use of quality criteria in the tender assessment, the increased use of electronic tendering, and the key areas where EU public procurement rules impact on the process.
