Abstract
Presents options to strengthen local authority cost recovery powers when dealing with dangerous and defective buildings, including the possibility of reintroducing charging orders, rapid identification of building owners, suitable methods for apportioning costs between multiple owners, improving invoicing systems and continued use of normal debt recovery processes.
