Abstract
This report was commissioned in 2011 to review health and safety legislation with a view to reducing the burden on business without compromising progress in health and safety achievements. Key recommendations include propose to exempt from health and safety law those self-employed with work activities posing no potential risk of harm to others, HSE to review all ACoPs and complete a programme of sector-specific consolidation, a change in legislation to give HSE authority in inspection and enforcement activity.
