Abstract
Looks at the use of planning obligations in England (often known as section 106 agreements), identifying how these have changed since the previous study undertaken in 2007 to 2008. Evaluates the ongoing role of planning obligations in the context of the shift to the new regime created by the introduction of the community infrastructure levy and also investigates the extent to which planning obligations can affect development viability and stall potential development sites. As in previous years, the study included a survey of local planning authorities in England.
