Recommends the Highways Agency is held to account to deliver improvements in value for money in maintaining the strategic road network by keeping long term budget allocations, ensuring best practice through efficiency and collaboration, improve methods for recording data about the road network and infrastructure and work towards preventative maintenance methods.
