Abstract
Following initial consultation in 2013 relating to a review of energy standards based on the 2009 version of NCM, further changes to targets should be considered with the 2012 update of the NCM prior to October 2015. Three areas are explored: new Target emission rate specifications, changes to the calculation methodology for fuel carbon factors and the scope and algorithms.
