Abstract
Cites Standards 2.9 on providing occupants with an opportunity to escape from a building and 2.14 on fire service facilities in the Non-Domestic Technical Handbook as the area over which there is doubt over compliance. Provides the technical context to explain how the issue has arisen and the key elements of the ministerial response, including interpretation of guidance.
