Abstract
Cites Standard 4.2 on access within buildings in the Non-Domestic Technical Handbook as the areas over which there is doubt over compliance. Provides the technical context to explain how the issue has arisen and the key elements of the ministerial response, including interpretation of guidance. Relates to a proposed alteration to fit-out an existing single storey commercial building to form a restaurant containing two storeys.
