Abstract

Provides guidance on the implementation of European Directive 2012/18/EU, 'the Seveso III Directive', on the control of major accident hazards involving dangerous substances from a land use planning perspective. Covers: Control of major accident hazards regulations (COMAH); preparation of planning policies, plans and programmes; requirement for hazardous substances consent; exemptions from hazardous substances consent requirements; hazardous substances consent process; appeals and called-in applications; planning permission and major accident hazards; enforcement; revocation or modification of hazardous substances consent; health and safety requirements and hazardous substances control decisions; Crown land; transitional and related provisions; security and confidentiality.
