Abstract
Describes how the requirements of the recast EU Directive on the energy performance of buildings has been implemented in domestic legislation as Energy Performance of Buildings (England and Wales) Regulations 2012. SI 2012/3118, looking at whether the 2012 regulations achieved their original objectives. Also considers whether the objectives remain appropriate and to what extent they could be achieved with a system that imposes less regulation. Covers the period January 2013 to January 2018.
