Abstract
Focuses on enabling development associated with the conservation of ‘significant places’ as defined in Policy ED1 of Planning Policy Statement 23. PPS 23 sets out planning policy for assessing proposals for Enabling Development in support of the re-use, restoration or refurbishment of heritage assets such as historic buildings, scheduled monuments, industrial heritage and historic parks, gardens and demesnes.
