Abstract
Reports on the independent review carried out by David Jenkins, which looked at who is responsible for surface water and drainage assets within the context of flooding. Covers: sustainable drainage, planning system, Schedule 3 to the Flood and Water Management Act and adoption and maintenance of SuDS, Section 19 investigations, asset registers, designation of assets, who is responsible for what - individuals' and communities' experiences, partnership arrangements, riparian and land owners' responsibilities, dispute resolution arrangements, flood risk mapping and property resilience, and resourcing surface water flood risk management.
