Abstract
Comprises a section of a sourcing toolkit relating to public procurement in Northern Ireland, focusing on preparing to go to market. Covers: Should Cost Modelling; quality data asset registers; clear specifications; KPIs and baselines; designing evaluation criteria and avoiding unsustainable tenders; managing the risks of insolvency (resolution planning); protection against supply chain risk; protecting against costs arising from supplier insolvency; prompt payment; formal engagement with the market; and risk allocation.
