Abstract
Comprises planning practice guidance focusing on the neighbourhood planning system introduced by the Localism Act. Covers: what neighbourhood planning (NP) is; who leads NP in an area; role of the local planning authority in NP; designating a neighbourhood area; preparing a neighbourhood plan or order; consulting on, or publicising a neighbourhood plan or order; submitting a neighbourhood plan or order to a local planning authority; independent examination; NP referendum; summary of the key stages in NP; basic conditions that a draft neighbourhood plan or order must meet if it is to proceed to referendum; updating an neighbourhood plan; and decision-taking.
