Comprises a two part study investigating: undervaluation in the valuation of the works at practical completion and at subsequent times up to the issue of the final certificate; any delay in the time taken to produce, agree and certify the final account and final payment; and whether there are any delays that unduly influence the payment procedures which are related to the contractor's obligations.
