Abstract
Aimed primarily at stakeholders who want to know more about HSE’s philosophy for securing the health, safety and welfare of persons at work and for protecting against risks to health and safety arising from work activities. It sets out the basis and criteria by which HSE decides upon the degree and form of regulatory control that it believes should be put in place for addressing occupational hazards. It considers the way scientific evidence and uncertainties are taken into account and how the balance is struck between the benefits of adopting a measure to avoid or control the risks, and its disadvantages.
