Abstract
The aim of the study was to identify the role that cost saving and innovations have played in PFI construction-based projects so far. The main text presents a theoretical framework for the report, a detailed account of the measurements and opinions collected, an analysis of the explanatory factors for the extent of cost savings, a set of three sectoral studies, and two case studies.
