Abstract
One of the most effective ways of disseminating new ideas and good practice is through case studies of innovative and exemplary projects. This review is one of a number commissioned by the Department of the Environment with the intention of helping existing and new initiatives become more effective and, overall, to promote greater efficiency, economy and value for money.
